There are two main causes for this.
- Assigning begins on Friday for games starting a week later. Games are not announced until Sunday. If you try to enter a block during the Friday to Sunday window, it will be ineffective if the assignor has already given you a tentative assignment. You can always tell when you are trying to enter a block because the date will already be colored light blue indicating a pending game (one assigned but not yet announced). All blocks should be entered by Thursday night. If you try to enter a block and you see that the date is already colored light blue, contact the assignor immediately. Do not wait.
- Less common is entering the block for one group, but not the one that gave you the assignment. On the Block page, always look to see that the checkboxes next to the groups you want to be affected by the block are checked.
I work on assignments one week in advance of the games. I start assignments on Friday morning for the period of Saturday - Friday of the following week. In other words, each Friday I am working on the game assignments 8-13 days in the future. These assignments are published around noon on Sunday.
Since the assignment work is being done on Friday, it is critical that your calendar be up-to-date by Thursday evening for the next assignment period.
Games are assigned weekly during the season. Most of the assignments are published around noon on Sunday. However, assignments change daily and you could be assigned a game any day of the week. Therefore, it is necessary for referees to check their schedule in Arbiter and read their email daily during the season.
If the league requires team rosters, center referees must obtain one roster from each coach. Keep the rosters until two weeks after the end of the season. The league may request a copy of the roster from you at any time if there is a question about who played in the game.
Please review the Rules of Competition for the league you are reffing. If the league permits guest players, record the player's name and team in the Comments section of your Arbiter game report.
No. While you and your child may be teamed up on a game occasionally, I will not make such assignments on a routine basis. All referees learn by working with a variety of partners. However, I try to assign family members to games around the same time and location whenever possible.
The assignor has nothing to do with paying you. Please address all questions about being paid to the SWISRA Treasurer at treasurer@swisra.org.
SWISRA does not have access to any of the details about your RefPay account. All SWISRA has is a link provided by Arbiter Sports through which SWISRA can deposit money into your RefPay account. All RefPay support questions should be directed to the refpay.com online support team.
Referees are required by USSF to re-certify yearly. One exception is for referees who first certify in the fall. These referees are certified through the end of the following year. The best way to tell if you have to re-certify or not is to look at your referee badge. What year is on the badge? You are certified through the end of the year listed on the badge.
As an alternative, check the date on your US Soccer Federation Referee Registration card.
You may also check your record with US Soccer. Go to www.ussoccer.info . Login ID: Type in the letter R (capital letter) followed by your 16 digit USSF ID number, no dashes. You can find your USSF ID number at the top of your USSF Registration Card. Password: Type in your last name, lowercase letters. Click the link to see your referee history.
Referees are not paid after every game. Referees are paid once or twice a season as the leagues pay their referee bills. All payments to referees are made through RefPay.
If you think you should have been paid, e.g. the season ended 6 weeks ago, here are some things you should check.
- Did you setup a RefPay account at www.refpay.com? If not, you must setup your account in order to be paid.
- Login to your Arbiter Sports account and click "Payments" and then "RefPay". Do you see your RefPay account listed?
- If your account is not listed, you haven't linked your RefPay account to your Arbiter Sports account. Follow the directions in the Support section to link the accounts and then notify the SWISRA Treasurer at treasurer@swisra.org that the accounts have now been linked. You will be paid the next time the Treasurer runs payroll.
- If your account is listed, is there an amount shown? If so, you will need to login to your RefPay account on www.refpay.com and manually transfer the money to your bank account or RefPay debit card or request a check (fees apply). You can also setup your RefPay account to automatically transfer money to your bank account for $10 per year.
- If you have questions about payment, please direct them to the Treasurer at treasurer@swisra.org. Do not send payment questions to the Assignor.
Referee fees depend on the league, age group and position assigned (referee or AR). All of the fees are listed on the SWISRA website under "Fee Schedule".
A mileage fee is paid on some D-3 games. No other league pays mileage. No mileage is paid for any game at the Simplot Sports Complex. Only the center referee is paid mileage and only for that referee's first assignment at that location on that day. For example, if a referee's first assignment at Field X is an AR and their second assignment is a center, no mileage is paid. There is also a maximum mileage fee of $40 per assignment.
Since the timely filing of game reports is a contractual obligation, if your report is not filed within 48 hours, you are not paid for the game. This only applies to center referees since it is their obligation to file the report. ARs are always paid for their work.
SWISRA enters into contracts with all of the leagues it serves. These contracts mandate that game reports be filed within 48 hours of the assigned game start time. For example, if you are assigned to be the center referee on a game that starts at 9:00 AM on Saturday, your game report must be filed no later than 9:00 AM on Monday morning. Arbiter time stamps your report and the leagues check for late reports.
There are two main causes for this. The first is obvious. You didn't click the "Save" button. The second is because you were logged into the wrong Arbiter group. You must be logged into the group the game belongs to in order to Save the game report. Everyone is the member of more than group in Arbiter Sports. Please make sure you log into the correct group when filing game reports.
In order to view games in the past, you must check the "Show All" checkbox in the Display area on your Schedule page. To file a game report, click the red "R" in the Notes column next to the game.
A misconduct report for a yellow or red card is part of your game report and is due within 48 hours of game time. However, if the misconduct is a red card or involves a dismissal of a coach, team official or spectator, please file the misconduct report (page 1 and page 2) within 24 hours. Red cards are serious matters that the leagues need to know about right away because they may involve additional sanctions. All misconduct must be noted in your Arbiter Sports game report by:
- Checking the appropriate checkbox in the report
- Providing details about the misconduct in the Comments section of the report
- Emailing the written misconduct report to assign@swisra.org within 48 hours (24 hours for a red card)

Click the "FORGOT PASSWORD?" link in the upper right corner of the Arbiter Sports login page. Information about your password will be emailed to you at your login email address. If that doesn't work, you will need to contact Support at Arbiter Sports.
RefPay, part of the NCAA, works through a bank. We have no access to any of your information. Please contact Support at RefPay for help with account issues.
There could be several reasons for this. Here are a few things you can check yourself.
- You have not checked the "Ready to be Assigned" checkbox on your Arbiter Sports start page.
- You have not provided an address in your Arbiter Sports profile. You can't be assigned without an address, including zip code in your profile. Login to Arbiter Sports, click the Profile tab and double check.
- You may have your travel limits set too low. Because of the way Arbiter Sports calculates travel distance, I suggest that travel limits be set no lower than 40. Remember, you can set different limits for each day of the week and can provide a different starting location each day of the week. Helpful for those who live in one zip code, but work or go to school is a different zip code.
- You may have entered excessive calendar blocks. The harder you make it for the assignor, the less likely it is that you will be assigned games.
- You may have turned back too many assignments. If the assignor cannot rely on your calendar being accurate, it is very likely that the assignor will stop giving you game assignments.
Open your schedule in Arbiter Sports. Click on the name of the field in the Site column. On the subsequent page, click on the address to open the site in Google maps. Field locations can also be found on the IYSA website at www.idahoyouthsoccer.org .
Yes you can. Send an email to the assignor at assign@swisra.org . However, if you do, the assignor will have to changed your ranking in Arbiter Sports and it will move you to the very bottom of the assigning list. Since all games need centers and only about 20% of our games use ARs, you probably won't get any assignments. Please think about your decision before emailing the assignor.
Assume that the game is a D-3 game unless you see one of the following on your schedule.
- Rush Select games will have "RS" as part of the level, e.g. RS 14B.
- BSL games will have "BSL" as part of the level, e.g. BSL M-D1.
- FC Nova Youth League games are played on field "Capitals, #06" and the teams are all numbered, e.g. Team 125
There are a couple of times each year when there are tournament games and regular season games on the same day, sometimes at the same location. If the assignor hasn't covered this situation in an update email, feel free to ask.
Arbiter Sports sends you an email notifying you of new assignments as soon as they are announced. These email notices come from assign@swisra.org. Here are a couple of things you can do to improve the chances of these emails being delivered.
- Add assign@swisra.org to your email address book.
- Check your spam/junk folder and if you find one of these notices there, mark it as Not Spam.
- Add assign@swisra.org to your whitelist of addresses you want to receive email from. If you don't know how to do this, ask your Internet Service Provider (ISP). Not all services have a whitelist function.
- If you have done all of the above and still are not receiving these email notices, complain to your ISP and ask them to stop blocking these email

Usually, but not always, we use a third party service called MailChimp to send these updates. We chose MailChimp because they are very good in making sure our emails are delivered.
